Goal

Liberation of campus data is a top strategic priority for UCSB leadership. Our campus has embarked on an effort to establish a disciplined approach to data governance to allow us to maximize the value, integrity, and availability of the data collected at UCSB. The goal of the data governance program is to create a common set of practices and standards to support the delivery of high-value data that is secure, trusted, supported by a common vocabulary, and reside in a transparent data catalog.

Principles of Data Governance

  1. Data is a campus resource that serves operational needs and empowers data-driven decision-making and innovation.

  2. Data must be protected in accordance with state and federal laws and university policies.

  3. Data should be shared and accessible to the greatest extent appropriate and allowable by law and policy.

  4. Data must be ethically, fairly, and sensitively shared and used in accordance with campus community privacy principles.

  5. To maximize its value and integrity, data should be thoughtfully collected, secured, described, cataloged, managed, curated, archived, and destroyed as required.

  6. Data Quality is a responsibility that is shared by both data owners/stewards and data consumers.

 

Objectives of the Data Governance Program

  1. Establish UCSB Data Governance Organization Structure.  Establish the roles and responsibilities required to support the Data Governance Program.

  2. Establish Policies and Standards.  Create structured accountability by establishing a common set of policies, processes, standards, & best practices.

  3. Establish Security Compliance Framework.  Develop standards for compliance with privacy, security and record retention policies for different record types.  Ensure the campus frameworks adhere to UCSB, state and federal regulatory compliance.

  4. Implement Standardized Tools and Practices.  Data should be thoughtfully collected, described, catalogued, managed, curated, archived, and destroyed as required.  The program will establish a common set of tools, technologies and processes to realize this outcome.

  5. Facilitate Data Quality.  The program outlines responsibilities of data owners/stewards and consumers to keep the data clean and accurate.

  6. Establish Change Management Standards. Best-practices change management processes will be created to ensure consistency and stability of the program.
